Information Governance Manager - Inside IR35

Contract Term: 9 Months

Contracting Authority: Greater Manchester Police

Location: Remote/Hybrid – Manchester/North West

The Project objective is to implement a Police Records Management System.

Greater Manchester Police (GMP) is the territorial police force responsible for law enforcement within the metropolitan county of Greater Manchester in North-West England. GMP employs almost 7,500 officers, PCSOs and Special Constables together with just over 3,500 police staff making GMP the second biggest police force in England and Wales.

GMP are just beginning to replace their Records Management System (RMS). An RMS is the system on which police forces manage cases through to completion and maintain records of all the people, objects, locations, and events that the force has interacted with.

The RMS will join that data to paint a rich picture that GMP’s officers can use to mitigate risk and protect the citizens of Greater Manchester.

As a Governance Manager your main responsibilities would be:

•    Manage the change programme for data protection and information compliance.

•    Review, support and advise on data protection impact assessments.

•    Overseeing departmental training of staff involved in processing operations through appropriate departmental mechanisms.

•    Support and advise Greater Manchester Police RMS Replacement Project in how they can optimise the use of police information to deliver effective and efficient policing.

•    Advise the project and senior officers about what police information can be lawfully shared with partners.

•    Provide data protection, General Data Protection.

•    Regulation (GDPR) Management of Police Information (MoPI) and information governance expertise to advise and instruct officers, staff and project teams to ensure legislative compliance and enable the delivery of information management strategy, policy and procedures across GMP.

•    Providing support and advice to the Programme Business Change Lead.

•    Facilitate ensuring that the necessary governance is in place to ensure compliance with information standards and legislation.

•    Review, evaluate and make proportionate decisions to retain or dispose of police information.

You’ll have relevant experience in:

•    Developing strategies and plans that focus on privacy and regulatory standards, meeting data protection standards and improving data quality.

•    Professional experience and knowledge of national DPA law including an expertise in European data protection laws and practices.

•    Data protection – Within large organisations.

•    Monitoring compliance with data protection legislation.

•    Moving large quantities of public information.

•    Strategy and Policy.

•    Report writing.

•    Ability to liaise with various internal and external business areas.

•    Strong Stakeholder Management and Engagement skills – Reporting to Board Level.

•    Experienced/knowledgeable in the selection, development and implementation of Police Records Management system.

Desirable:

•    Policing Experience.

•    Have previous police vetting and must be capable of passing vetting if vetting is not current.
